Why can’t it be both? It’s useful now for that reason and if it does grow they are in a position to kill it or absorb it.

If Lennyworld is located somewhere piracy will get them shut down. Federatng a pirate instance is a bad idea.
As much as I love the fediverse, its control structures can’t scale. If it ever became truly popular, bad actors would overwhelm it almost immediately.
